The Kenyan has impressed since moving to the Scottish side in 2011 from Beerschot for £900,000. The 21 year-old is yet to agree personal terms with Mauricio Pottechino's side.
The fee has been announced at £12 million but Celtic boss Neil Lennon has said that the 21 year-old costs £25m.
