The English international has been a target for many English clubs including newly promoted Crystal Palace.
Since moving to Liverpool in 2010 from Charlton Athletic, the 21 year-old only made 17 league appearances for the club.
The Swans have lots of targets including FC Twente's Belgium winger Nacer Chadli, Vitesse Arnhem's young Ivory Coast international Wilfred Bony and Lyon's French striker Bafetimbi Gomis.
